I believe we are seeing the desired jar files in the desired directories. Package names/Class Names are case-sensitive. Per your tags, you should have this ContextListener class in a package called listener. I just look in the directories of the archive and Tomcat to see what .jar files are in directories that are in the classpath. weblink

Rarely what does happen is that eclipse+tomcat caches an earlier version of the war partially (due to thread hold). This happens in Maven apps because of secondary/tertiary dependencies.
