WinRM already is set up to receive requests on this machine.WinRM is not set up to allow remote access to this machine for management. But uninstalled the SCVMM agent, rebuilt the performance counters, restarted the host, installed the SCVMM agent (this time with local admin account). Uninstalling the EVA DSM seems to have resolved the issue.
