Right click on the virtual directory and click properties 2. The IPHONE 4 users also have issue that the emails re download. I've tried to follow some of the steps in this Thread by my knowledge is not that great with ActiveSync / Mobiles using Exchange I'm afraid!

Under the HTTP container, right-click the Exchange Virtual Server container, and then click Properties. KB817379 is only relevant if you have FBA enabled on an Exchange 2003 server (not part of SBS) which forces SSL on the Exchange virtual Directory. Per Microsoft a GUID is assigned to the Primary email address and is used with ActiveSync. Mine is 2.0.50727 and it is i gray color not changeable.
The source of the error was a user's smartphone which was configured to use ActiveSync to synchronize with the Exchange Server. Why would we turn this off?
