In the General tab, click Start. Added the registry key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\BackupRestore\FilesNotToBackup and was able to immediately start BITS. Find those and place them in the environment path. System Event Log Registering the DLLs again made it work.
