Science! That fixed it for me because I downloaded on of the .dlls that was referenced by the project I was building. To fix your issue just find the location of sgen.exe and create a sgen.exe.config in the same folder with following contents:

Let me know if you find any challenges posed by CLR v4. That may be the case, and you can easily diagnose that problem by launching the Fusion Log Viewer, then enabling assembly logging, and then rebuilding your project (or rerunning sgen.exe).
